Michael Lacey is the co-founder of Phoenix New Times and Village Voice Media along with Jim Larkin. These two individuals have received settlement money that came out of Sheriff Joe Arpaio arresting them. Now they have dedicated this settlement money towards the funding of migrant rights organizations all across Arizona.
Michael Lacey and Jim Larkin received $3.75 million as settlement money. They had been arrested on October 18, 2007. The Sheriff of Maricopa County, Joe Arpaio had arrested them. Both of them are journalists. They were arrested in the middle of the night from their homes. They were jailed after that. This was after revealing that grand jury proceedings will be there that would seek the notes of reporters on various articles about the Sheriff.
Next were the grand jury subpoenas which wanted to know who the citizens were who were reading online stories on New Times about the lawman. Michael Lacey and Jim Larkin have spent their entire life in asserting as well as defending the First Amendment rights which applied to them. Both of them sued the county. This Lacey and Larkin Frontera Fund is designed to support all those groups which are advocating for civil and human rights. It is also supporting migrant rights along with freedom of speech. It promotes civic participation all across Arizona, and that would include the Mexican border too.
The Frontera Fund claims that in January and February, the number of people crossing the U.S.-Mexico border in an illegal manner has dropped by nearly 40 percent. The Trump supporters are happy about this as they are crediting this to the hardline stance that has been taken by the President on immigration.
These are true figures. As per the Customs and Border Protection (CBP), there were 31,578 persons apprehended in January for crossing the border illegally. In February, this number dropped to 18,762 people. But these statistics may not be a clear indication of any long-term trend. This is because migration is a seasonal phenomenon. It tends to fluctuate based on the economic situation in both the U.S. and the other countries to the south.

There are other numbers that are supporting this hypothesis. Half of the colleges and universities in the US have reported a decline in the number of students who are applying there from other countries. This applies especially to the Middle East, besides India and China.
The Frontera Fund claims that these statistics are not supporting America in any way.
